The costs of operating and maintaining the facilities have doubtless gone up. Labor costs (wages, benefits) have gone up, utilities (water, power, gas for vehicles) have gone up, maintenance time and materials are higher. The grant probably didn't cover 100% of the capital improvements, so that cost has to be recovered. And the contractor (Xanterra) is entitled to make a profit. Just my guess.
