Yellowstone Issues New Contracts For Guided Interpretive Oversnow Vehicle Tours
The National Park Service has selected the businesses which will provide guided interpretive oversnow vehicle tours in Yellowstone starting this winter. The new contracts implement the October 2013 Final Rule for Winter Use by requiring concessioners to provide tours as transportation events.
A prospectus soliciting contract bids was issued in November 2013. A total of 23 new ten-year concession contracts have been awarded to 9 businesses. They will be in effect starting with the upcoming 2014-2015 winter season.
Back Country Adventures, Buffalo Bus Touring Company, Two Top Snowmobile Rental and Yellowstone Winter Guides were selected to provide service through the park's West Entrance. DTRS Jackson Hole, Forever Resorts and Teton Science Schools were awarded contracts to provide trips through the South Entrance. Yellowstone Year-Round Safaris will offer tours through the North Entrance, while Gary Fales Outfitting will provide oversnow trips through the East Entrance.
The rule replaces the former concept of a fixed maximum number of snowmobiles and snowcoaches allowed in the park each day with a new, more flexible concept of transportation events. Under the new contracts, concessioners will be able to use their allocated number of transportation events for snowcoaches or, within limits, a mix of snowcoaches and snowmobiles.
Competitive selection of bidders was based on responses to five selection factors: protecting park resources, providing services at reasonable rates, experience, financial capability, and the proposed franchise fee return to the federal government.
