Gracie and Rick,

I don't know whether there is anything in place to insure that bus passengers get the word about personal safety and resource protection. If there is any Loon that might have the definitive answer, it would be greywolf.

My suspicion is that there must be some protocol in place, because my personal experience with bus passengers has been that they tend to stay close to the bus. That might be for reasons other than respect for the rules.

I've spent a lot of time at the large pullouts in Hayden Valley over the years. Excluding the general mayhem that has overtaken the Grizzly Overlook with the arrival of the wolves, my experience has been that the bus drivers seem to provide guidance/info to the passengers, and I have not witnessed maverick behavior.

Were I to see what Gracie observed, I would be tempted to document it via photo or video, and e-mail it, along with an explanation, to (1) the bus or tour company and to (2) the NPS Visitor Service Office (VSO) in Mammoth. It is possible the NPS Concessions office might be another appropriate addressee.
