This new sign is a few hundred yards before the first pullout (southbound) to Oxbow Bend (Snake River) and I believe there is a similar get-up approaching Oxbow northbound. This area used to be highly reliable for spotting charismatic megafauna, particularly moose, and a lot of other good stuff. In recent years moose have become very rare in the area, and one good hypothesis is disturbance caused by the increase in passing vehicles, especially those passing at high speed. I think this in an experiment to get people to slow down.
