In my quickie research last night I came across mention of an attempt to use an electro-shocking procedure on both eggs and fry, but it failed, due to a lack of sufficient electroconductivity in the lake water. If I remember correctly, I think it was the State of Wyoming that brought that tool to the table. Their fisheries people have had a fair amount of success using it in other waters.
