along the Slough access road there should be little competition for a spot. There are also 2 spots on level ground with some trees. As BP mentioned, a 'pagoda' or 2 would help with shade. There are 2 such structures at the Emigrant rest area on 89, we stop there for lunch when we used to fly into BZM, picture above. As I recall, there are 4 picnic tables to each structure and the aesthetics fit right in.
There was also a parking area on the left at Antelope Crk on the road up to Washburn past Tower, about 5-6 miles from Roosevelt.
Perhaps some signage stating the picnic area is for picnicking and you must be with your vehicle.
