Summers while in college in the early to mid 60s I worked on the Park Service garbage truck in Grand Teton National Park. There were no grizzly bear in GTNP at that time and we had no problem at the GTNP dump with bears. However, our counterparts in Yellowstone often posted an armed guard when exiting their garbage truck to manually control release of garbage to the dump. My recollection is that the grizzly population in Yellowstone around that time was about 150 bears.
