I think 3.5 to 3.8 million is by now probably low. Like somebody in the thread mentioned, it's not repairing, it's rebuilding. With that comes a whole slew of hurdles that weren't there when the stairs were built--environmental impact studies, structural and geological analysis, structural and stress design, different configurations of stairways and landings, and anchoring said structures to a crumbling semi-vertical surface to consider, new material specifications, the costs of those materials that is four times what it was just five years ago in some cases, bidding processes, awards of contracts--all which will likely take months and months, if not years, and all before any construction even gets approved. let alone begins. And actual construction will be extremely difficult. There is so, so much to consider in "fixing the stairs."
